Legislation, Law Enforcement, and Border Security: In addition to the high level reports cited above, at a lower level we were able to strengthen cybersecurity through the improved deployment of technology. In 2016, DHS’s Cybersecurity and Infrastructure Security Agency (CISA) set a goal to increase the number of authorized users of DHS Digital Service to 16,500. The department also opened 1,500 new 1X and 2X Full Time Federal Cybersecurity Analysts along with 220 new FTEs at the National Cybersecurity and Communications Integration Center (NCCIC). CISA also implemented an additional 50 FTEs at the Incident Response Program Office in the first quarter of 2017. CISA is responsible for the global development of the ITSEC mission system, the cornerstone being the Joint Cyber Program Office to complement the Department of Defense. CISA also implemented the Security Principles and Controls on the October 2017 DHS Computer Security Awareness Summit.

DHS was formed in October 2002, doubling in size almost overnight from only 2,200 to 4,000 domestic frontline employees, following the September 11, 2001, terrorist attacks. DHS is continuing to grow and will have approximately 64,000 employees by the end of September 2017. In 2016 alone, the Department responded to and or assisted in addressing over 254,000 active incidents, which included nearly 114,000 requests for cybersecurity assistance, which is a 1 percent increase from 2015.
Legislation, Law Enforcement, and Border Security: In 2016, DHS took on the additional responsibilities of the Security and Exchange Commission’s Cybersecurity and Infrastructure Security Agency (CISPA) under the authority of the Homeland Security Reauthorization Act.
